In the MTSS model\, the purpose of Tier 1\, classroom reading\ninstruction is to reduce the number of students who need intervention. When more than\ntwenty percent score below expectation on universal screening\, it may be necessary to\nprovide skill-based phonics and spelling instruction in Tier 1 and a second lesson each\nday during Tier 2/3 intervention. This workshop will equip school and district teams to\nuse student data to plan the assessments\, schedule changes\, program selection\,\nflexible resource allocation\, professional development and coaching necessary to\nsupport all students to be skilled readers. \nPresenter:\nStephanie Stollar is passionate about using MTSS as the framework for helping all\nstudents become skilled readers. Her books include MTSS for Reading Improvement\,\nPromoting Effective MTSS Implementation\, and Reading Assessment Done Right.\nShe’s the founder of the Reading Science Academy\, an online community where over a\nthousand educators support each other to improve results in their schools. Participants will learn how Science and Engineering Practices can be lifted in their classrooms using phenomenon-based learning\, student discourse\, and the Ambitious Science Teaching Framework. This will be a two-day workshop with time between sessions. \nPresenter: \nCarla Billups has worked for over 34 years in elementary science education as a\nteacher in Haywood County Schools and the Elementary STEM Coach for Buncombe\nCounty Schools where she worked to implement and design curriculum for 24\nelementary STEM labs. Prior to this work\, she was an elementary Math and Science\nteacher for 6 years of her 26 years as an elementary school teacher. Carla has also\nbeen an adjunct instructor for Western Carolina University where she taught Elementary\nScience Methods. She was an instructor for the ExxonMobil Teachers Academy for 14\nyears and for AIMS Education Foundation for 23 years. She served as the president of\nthe North Carolina Science Leadership Association and co-authored\, the Fungus\nAmong Us\, the Good\, the Bad\, and the Downright Scary made NSTA’s Outstanding\nScience Trade book list in 2017. She has received the North Carolina SMT’s\nOutstanding Instructional Leader Award\, NCSLA’s Michael C. Jackson Distinguished\nService Award\, and NCSTA’s Jo Duckett Wallace Elementary Distinguished Service\nAward. \nJennifer Redfearn\, Ed.D. joined the North Carolina Center for the Advancement of\nTeaching in August of 2023 in the capacity of Senior STEM Specialist. In this role\, she\nsupports teachers across the state of North Carolina with professional development and\ncurriculum development regarding the New North Carolina Science Standards. Before\njoining NCCAT\, Dr. Redfearn served with Guilford County Schools as a high school\nscience teacher and central office administrator. She was recently honored with the\nDistinguished Service in Science Education in North Carolina Award from the North\nCarolina Science Teachers Association\, and the Education Award from the National\nAssociation of Negro Business and Professional Women&#39;s Clubs\, Inc.\, Greater\nGreensboro Chapter. Redfearn holds a Bachelor of Science degree in Biology and a\nMaster of Arts in Teaching degree in Biology Education\, both from North Carolina\nAgricultural and Technical State University. She is currently serving grades K-12 for Buncombe County schools in Asheville\, North Carolina. As an autism/behavior specialist\, Marlou coaches and trains instructional staff regarding pro-active programming and emotional/behavioral support in the classroom. In addition\, she conducts and facilitates social groups for K-12 students with special needs\, in collaboration with speech and occupational therapists as well as special education teachers. Prior to being an autism/behavior specialist\, Marlou was an exceptional children’s curriculum specialist. She also worked as a middle school intensive intervention teacher for students with autism and was program director for a mainstreaming program for K-12 students with high functioning autism. Marlou is a certified TEACCH professional practitioner with University of North Carolina\,Chapel Hill. She also received clinical training from Social Thinking (Michelle Garcia Winner– San Jose\, California). Marlou holds a master’s degree in education (Curriculum and Instruction) from the University of the Philippines. Marlou has a passion for constantly improving the educational experience of her students as they reach their potential in school and be the best they can become. Most important of all\, she is a mom of a consistently happy adult son (Vidal) with autism who currently works at a restaurant as a busboy and at an ice-cream shop. This will be a two-day workshop with time between sessions. \nPresenter: \nCarla Billups has worked for over 34 years in elementary science education as a\nteacher in Haywood County Schools and the Elementary STEM Coach for Buncombe\nCounty Schools where she worked to implement and design curriculum for 24\nelementary STEM labs. Prior to this work\, she was an elementary Math and Science\nteacher for 6 years of her 26 years as an elementary school teacher. Carla has also\nbeen an adjunct instructor for Western Carolina University where she taught Elementary\nScience Methods. She was an instructor for the ExxonMobil Teachers Academy for 14\nyears and for AIMS Education Foundation for 23 years. She served as the president of\nthe North Carolina Science Leadership Association and co-authored\, the Fungus\nAmong Us\, the Good\, the Bad\, and the Downright Scary made NSTA’s Outstanding\nScience Trade book list in 2017. She has received the North Carolina SMT’s\nOutstanding Instructional Leader Award\, NCSLA’s Michael C. Jackson Distinguished\nService Award\, and NCSTA’s Jo Duckett Wallace Elementary Distinguished Service\nAward. \nJennifer Redfearn\, Ed.D. joined the North Carolina Center for the Advancement of\nTeaching in August of 2023 in the capacity of Senior STEM Specialist. In this role\, she\nsupports teachers across the state of North Carolina with professional development and\ncurriculum development regarding the New North Carolina Science Standards. Before\njoining NCCAT\, Dr. Redfearn served with Guilford County Schools as a high school\nscience teacher and central office administrator. The session will address the many\nfacets that face school administrators as they lead schools that support the education of\nstudents with disabilities\, such as the impact of their leadership on the instruction\, curriculum\nand environment for students with disabilities within their schools.\nDuring the session we will examine implementation of IDEA and NC Policies through a\nleadership style and school culture lens. We will provide support for administrators in\ndeepening their understanding of state and federal IDEA regulations as well as implementation\nof specially designed instruction\, services and programs for students with disabilities. \nPresenters:\nTeri Queen currently serves as the Northwest and Western Region Literacy Consultant for the\nNorth Carolina Public Schools Office of Exceptional Children for the Program Improvement and\nProfessional Development section. In this role\, she facilitates building capacity and\nsustainability of the NC State Improvement Project grant through systems level coaching. In\naddition to providing guidance in the data driven continuous improvement needs\, she works\nwith professional\, parent\, and service organizations and Institutions of Higher Education to\npromote appropriate public education and improved services for students with disabilities for\nNorth Carolina Public Schools and private Universities. Teri has previously served as an\nExceptional Children Director\, EC Program Specialist\, EC Instructional Facilitator\, Federal\nPrograms Coordinator\, Exceptional Children Transition Specialist\, Accountability Coordinator\nand an Exceptional Children Teacher in North Carolina and Virginia over the course of 26 years. \nKelly Doppke is an IDEA Consultant for the Western Region with the Office of Exceptional\nChildren\, where she provides regional support to EC leadership and school teams in LEAs and\nCharters across the area. Originally from South Carolina\, Kelly moved to Western North Carolina\nwith her family in 2007. She holds an undergraduate degree in Elementary\, Early Childhood\,\nand Special Education from Lander University\, a Master of Education from Southern Wesleyan\nUniversity\, and a Post-Master’s Certificate in School Administration from Western Carolina\nUniversity.\nKelly’s favorite job\, aside from her current role\, was serving as a camp counselor at Camp\nSpearhead\, a camp for children and adults with special needs in upstate South Carolina.\nThroughout her career as a teacher\, program specialist\, and EC director\, Kelly developed a deep\npassion for creating inclusive systems for students with disabilities. Her leadership focus is on\nreducing exclusionary practices for students with challenging behaviors and finding ways to\nensure equitable opportunities for all students. \nTraci Royal currently serves as the IDEA Consultant for the Northwest region with the Office of\nExceptional Children. At Western Carolina University and Clemson  University\, Frederick led redesigns of principal licensure programs\, which he also coordinated and taught in. Frederick has worked with over 100 principal-interns\, affording him the opportunity to observe and learn from hundreds of school leaders. He has used his unique combination of personal experiences\, the experiences of others\, and understanding of the research to create simple and practical frameworks to turn complex challenges\, like change and teacher support\, into simple\, actionable practices. Teri has previously served as an\nExceptional Children Director\, EC Program Specialist\, EC Instructional Facilitator\, Federal\nPrograms Coordinator\, Exceptional Children Transition Specialist\, Accountability Coordinator\nand an Exceptional Children Teacher in North Carolina and Virginia over the course of 26 years. \nKelly Doppke is an IDEA Consultant for the Western Region with the Office of Exceptional\nChildren\, where she provides regional support to EC leadership and school teams in LEAs and\nCharters across the area. Originally from South Carolina\, Kelly moved to Western North Carolina\nwith her family in 2007. She holds an undergraduate degree in Elementary\, Early Childhood\,\nand Special Education from Lander University\, a Master of Education from Southern Wesleyan\nUniversity\, and a Post-Master’s Certificate in School Administration from Western Carolina\nUniversity.\nKelly’s favorite job\, aside from her current role\, was serving as a camp counselor at Camp\nSpearhead\, a camp for children and adults with special needs in upstate South Carolina.\nThroughout her career as a teacher\, program specialist\, and EC director\, Kelly developed a deep\npassion for creating inclusive systems for students with disabilities. The book:  A School Leader’s Guide to Reclaiming Purpose was written to help busy leaders  reconnect with their passion and values. The guide is a roadmap through the six stages of escaping the gravitational pull of urgency. In each stage you will find a unique combination of common sense and wisdom\, combined with concrete tools and strategies. \n About the Author/Leader: \nFrederick Buskey was a K-12 teacher and administrator for 17 years. He is a National Board-Certified Teacher\, former middle school and high school teacher and coach\, and county office Special Education Coordinator. He has experience working in international schools and rural schools in Ohio\, North Carolina\, and South Carolina. At Western Carolina University and Clemson  University\, Frederick led redesigns of principal licensure programs\, which he also coordinated and taught in. Frederick has worked with over 100 principal-interns\, affording him the opportunity to observe and learn from hundreds of school leaders. He has used his unique combination of personal experiences\, the experiences of others\, and understanding of the research to create simple and practical frameworks to turn complex challenges\, like change and teacher support\, into simple\, actionable practices.
