In this session\, school administrators and School Resource Officers (SROs)\nwill explore strategies for building effective partnerships that foster trust\, improve\ncommunication\, and create a unified approach to supporting students and staff. Through practical\nexamples and real-world experiences\, participants will examine how strong administrator-SRO\nrelationships contribute to a positive school climate\, proactive problem-solving\, and a safer\nschool community for all. \nPresenters:\nCaptain Stephanie Cantwell\nCaptain Stephanie Cantwell has more than 20 years of law enforcement experience\, including 14\nyears with the Henderson County Sheriff’s Office. Throughout her career\, she has served as a\nPatrol Officer\, Detective\, Training Coordinator\, and School Resource Officer. \nSince joining the School Resource Officer Division in 2018\, Captain Cantwell has advanced\nthrough the ranks of Sergeant\, Lieutenant\, and Captain while building strong partnerships\nbetween schools\, law enforcement\, students\, and families. She has served on numerous school-\nfocused committees\, including the School Safety Advisory Board\, School Justice Partnership\,\nSchool Health Advisory Committee\, Behavioral Threat Assessment Team\, Juvenile Crime\nPrevention Council\, and Handle with Care. \nA strong advocate for collaboration and relationship-building\, Captain Cantwell has helped lead\nschool safety initiatives\, coordinated multi-agency training exercises\, and supported responses to\nschool-related incidents throughout Henderson County. In 2025\, she was appointed to the\nHenderson County Board of Education. \nIn addition to her law enforcement service\, Captain Cantwell is an Adjunct Professor at Blue\nRidge Community College. She holds a bachelor’s degree from Tennessee Technological\nUniversity and a master’s degree in Human Resource and Leadership Development from\nLouisiana State University. Her experience in public safety\, education\, and leadership provides a\nunique perspective on the vital partnership between schools\, administrators\, and School\nResource Officers. \nDr. Carl Taylor\nDr. Carl Taylor has 27 years of experience in public education and currently serves as the Chief\nAdministrative Officer for Henderson County Public Schools. Throughout his career\, he has\nserved as a mathematics teacher\, high school principal\, and district leader\, developing extensive\nexperience in school leadership\, student services\, operations\, and school safety. \nIn his current role\, Dr. Taylor oversees school safety\, transportation\, facilities\, and district\noperations while working closely with school administrators\, School Resource Officers\, and\ncommunity partners to support safe and effective learning environments.  He has served on\nnumerous district and community committees focused on student well-being\, school safety\, and\norganizational leadership.  Throughout his career\, Dr. Taylor has focused on creating systems and\npartnerships that support both student success and school safety. He has helped\nlead districtwide safety initiatives\, crisis response planning\, policy development\, and\nprofessional learning opportunities for school leaders.
